As regards the MFG year... Those badges (appear), to be the serial number version... If so, then the first two numbers will be the year... 83,84 etc...

If it is the blue metalic wrap you will have a hard time getting the scratches out. Novus is most effective on plastic. I would try Graffiti remover on the paint. Jjust don't leave it on very long.
Like my 82 Swingstars. Mine has metal hoops on the bass. Think wood ones would be better.

Suspect that was why Tama only used that style for a couple of years :-).
Your pictures now are viewable. Looks like blue paint not metalic under the black.

Good news.
It will take forever to remove the black paint from the wrap with synthetic thinner.
I decided to try acetone in a place that will be covered by the lug. For my surprise, the paint came off very easily! :) The wrap didn't become dull.
Can I proceed with acetone? If this is dangerous to the wrap please warn me.

My (understanding), is NOT to use it anywhere near drum wrap... I have used it to remove black marks off of plastic computer products and it does soften the surface of plastic.... Someone else should chime in... But I'd wait meantime for some more advice.....
