Seriously. How aren't people incarcerated, fined or something? If Ebay was serious about the integrity of their site and auctions, they would drop the hammer big time. They could also make it unthinkable for anyone to try a scam by being vigilant and prosecuting to the max, every time, and making said prosecutions public knowlege within the legal boundaries of disclosure. There is no better deterrent than a "public hangin'", so to speak. They choose to be an international company so they should be able to regulate their company, world-wide. Bottom line.

There are other ways to respond to scammers like this. He he he
In some of the groups I formerly hung with online, we would bait guys like that and have a ton of fun with them. Mostly pretending like we were real real dumb and real real interested.
You can run these guys in circles if you have the time (I have no life so it's fun for me).

Some of the stuff done to the scammers is downright cruel and (IMO sometimes) over the line. However, I guess these scammers get what they deserve.
Definitely some very very funny stories in the forums.
