I have often run a single Gibralter bar across a pair of cymbal stands for this purpose. It is not too cumbersome or a major expense. What it does do is allow you to move your rack toms exactly where you want them as opposed to having them centered on your kick. In my case I often have a 10" and 12" up and I can move them a quite a bit to the drummer's left which still allows for a ride placement that is quite similar to a standard 1 up, 1 down set up. Very handy.
Heck, you can even just mount them to two cymbal stands and spare the rack altogether. That is how the Custom Classic kit I picked up was set up until I put a rack around it. The toms had rim mounts with a ball/socket type attachment piece to the cymbal stand.
