Blue sparkle set, with cymbals and stands (not sure of brands yet), looks to be in real good shape with black/silver badges. Love the matching snare. One tom is solid blue, not blue sparkle. Since Slingerland is always priced below the others (I'm still not sure why) what would be a good price to pay? Thanks.

It almost looks as if the bass and snare are black? Offer him $200. I'm sure the cymbals and hardware are worth more than that alone. You would be getting a pretty good deal if you could get these anywhere from $285 and below.

I'll leave the cymbals out of the equation, because it's such an unknown...if they are decent vintage cybals, it could be a few hundred right there. If they are bad old cymbals, they may be worth $70.
Basically you have a 4-pc kit with a floor tom missing and an extra tom thrown in.
A 4-pc with a floor tom and snare is worth about $500-550, say $575-625 with all the hardware included.
Yes, the rack assembly is a set-o-matic.
But minus the FT, that drops it by a good $125...and the extra non-matching tom doesn't bring it back up very much.
So, I'd say $400-475 not including the cymbals but including all the hardware. Upper range if it's in very good shape, lower range if not.
Then you'd need to work on finding a matching Slingy FT, or getting an unmatched one and maybe re-wrapping if you want a matched Slingy set.
