After comparing OldSchool's pics with the 1924 Ludwig catalog page vintagemore2000 sent me -- it looks as though the mounting systems between the two are different.

The Ludwig catalog page does show Chinese drums with tethering rings, but the description on the catalog page says to "fasten the holder plate with four screws toi side of tom tom. . ."
